Add a live: block to a Markdown file in the vault. Name the objective. Optionally add a cron, a time window, or event-match criteria. The runner does a pass to decide whether to fire, then a pass to rewrite the note.

A note can wake on a clock, inside a time window, or when something matching its criteria happens.

The vault is files. You can read them without Oppulence. Live is an overlay, not a lock-in format.
Questions
The scheduler is a desktop process. Cloud background tasks are a different system, used for signed-in relationship runs.
